Paul's most critical experience was on the House Budget Committee, where he served as Acting and Deputy Staff Director
. In that role, he coordinated closely with House leadership, Committee members, and fellow staff directors to guide the Committee through one of the most consequential legislative reconciliation efforts of Congress: successfully advancing H.R. 1, the One Big Beautiful Bill Act
. This work required disciplined strategy, cross-committee coordination, and the ability to manage complex negotiations under intense political and procedural pressure.
Throughout his tenure on Capitol Hill, Paul led major legislative efforts and teams that resulted in more than 10 bills being signed into law and secured hundreds of millions of dollars in federal grant funding for the state of Utah. His work consistently translated policy objectives into concrete outcomes benefiting communities, agencies, and stakeholders—regardless of whether one party controlled the majorities or power was divided.
